Since its a HAdith e Qudsi I beleive that the Shaitaan'z are locked up through out Ramadhan... and The whole concept of Ramadhan is to abstain from Desires, lusts, lucid dreams ... you get the picture...
Therefore, Lucid Dreaming wudnt be Allowed also and i would personally believe that it wud be makrooh Tahreemi - Hanafi Terms ..to have these Lucid dreams ...because you are controlling yourself .. and you are aware of what you are doing .. and there is NO interferrance from the shaitaan.
