IMHO, for waterline Stila’s kajal eyeliner is awesome, doesn’t irritate my eyes as kajals usually do, doesn’t smudge like regular kajals and very easy to apply (as its a pencil). Sephora: Stila Kajal Eye Liner: Eyeliner

Mac - Fluid Line in Black Trak - will not budge or smear! Excellent for the water line.

I've also heard that Mally (found on QVC) is also very good for water line eye pencil. Smudge proof...
