you need to understand the concept of R&D. The ultimate goal is development and improvemnt. Sadly, at times, colleteral damages are inevitible, but see the intentions were nice. For example America want global peace and democracy in this word, but for this noble cuase if few hundred thousand people die, then it is understandable Colleteral damage.
