There is no speed limit to spatial expansion or contraction for that question … but as you implied c (speed of light) is the fastest aspect to the universe within space-time … On the other hand the theory of relativity does not say that if matter travels faster it must be become energy … this is some sort of conclusion you have formed from E=mc^2 … the theory itself makes no mention of what happens to physical existence at high speeds.
Also … since spatial expansion or contraction does not have a speed limit then it is not impossible for faster than speed of light travel should a force outside our spacial reality create a pinch or tunnel through which long distances will be traversed due to the region in the tunnel being contracted many times more than its surrounding space. Then by entering the tunnel and travelling even at a modest horse trot one would to an observer outside that tunnel just immediately disappear … since the travellers photons will be forced by the contracted space to travel away faster than they can be emitted.
