Aid smaid. I care little for the money. I care about the conditionalities regarding the aid. Are as always supposed to buy expensive, unreliable materials and support from US companies? More importantly will they follow the Afghanistan model where supplies or aid was bought that was not compatible with local rules and government use?
Money is something. But the devil is in the details, which is where we always get screwed by the US.
