Nope. Italy has an labour strike every 2 weeks. They are still doing pretty well. I can see what you point out and i saw it myself when i wrote it. However unless the industry that is going on strike is your main source of revenue you aren't screwed.
Plus if you are in that economic stage of development where you have one industry that is your chief revenue earner and your economy depends on it you don't have labour unions. That is a more refined economy.
