I live in Karachi. Whenever I used to go to bazaar (Saddar/tariq Road/Clifton/Hyderi), I found men especially old men looking at me and nagging me through their horny eyes. Why it is so? Is fair complexion, brown eyes and other outlooks are more than enough for old men to put aside their matured feelings???
Compare to that I always found young & teenaged boys behaving very sencibly. Why it so?
I feel that if a man is becoming older, he should have more maturity and affectionate feelings for girls. Why it is not???
Soubia , there can be several reasons for the buddhas to stare like that , may be they don't want to see the women to go to the market without men or they think its a nice chance for them to get the ladies being taarrufied without being kutafied by their men , or they think its a treat for them to tarrufie beatiful ladies at the end of their ( u know qabar main ja nai sai pehle duniya main jo Allah nai naimatain dii hain , woh to dekh lain ).
The fact is ,I being a male fully agree with the saying , "if you wanna test the charecter of the men , test them through a female , if you wanna test the charecter of a female test her with the money ", that saying congludes the weakness of a men is a women and the weakness of a women is wealth .

Mostly Guys will stare at u , if ur in the market alone.
Some of em stare becuz they axpect an aproach from the girl.
the main thing is u have to ignore em, i mean they wont just come up to u untill they are sure that the girl may aproach them.

Okay here we go a live answer from a pakistani budha in New York. Yesterday I met a budha who must be 57 years old and was staring at this HOT BLONDE. He started smiling when he saw that i saw him atring at the blone. So i asked him Miss Soubia's question and he replied

Its not only the good looks soubia... There are several reason for that, basically the common people in Pakistan are desperate, frustrated. Because most of them live and are brought up in the areas where women are restricted only to their homes, and they don't get much chances to see women around them.. they study in boys schools and go to boys colleges.. that is the main reason why Pakistani girls college gates are mostly crowded by such kind of boys.
I myself witnessed an incident in which a man pulled the dupatta from an old woman in Moti Bazar, Pindi. You see, for those guys beauty doesn't count, but there should be woman infront of them with whom they can play around. If you go to any crowded bazar, no matter how covered you are, the men going around will feel pleasure to touch when they pass.... this is quite shameful.

Its a shame, how Mr. fraudia has backed-up Sobia's fake story. Both of them seem to be having one object i.e to mar the image of Pakistani society.
What to say about a lady talking about her "fair-complexion and Brown eyes"! I can rest assure her that she is no exception, Karachi does not lack attactive beauties.
About the harassement or absue, without copying the indecent wording used by Mr. Fraudia, I would only say that it happens everywhere disregard to any particular region, culture & religon.
It is a false belief that co-education or mix-gatherings make any good to this matter. It rather doubles or trebles the problem as per the know facts & figures observed from the so-called modern societies. I wonder how people tempt to praise this non-sense culture, hearing all about Clinton-Monica scandle!
The solution is in avoiding provocation. That is what Islam has advised to women. No particular dress-code is required, the pre-cautions are only for provocation.
I request Soubia and Mr. Fraudia (who-so-ever in reality they are) to stop creating fuss about raising such henious issues, purposely or otherwise. That is good for nothing.
I think Sofia is mistaken and thinks that everyone back home is super pious and religious guy and nothing bad like that happens. Well that is fine for your belief that you belong to a great culture and stuff where everything is so nice and clean but truth is that what Fraudia has said is very true not only in Karachi but most parts of Pakistan and India.
My personal experience is that not enough contact with the species of the opposite sex has scarred the desi mind forever. I see old Indian/Pakistani/desi guys in their sixties and seventies staring at gori/kali/peeli women in malls, parks and shopping centers as if khaa jana hunda ay. In fact I admit, when I first came to this country I used to look at women passing by with much more vivid detail....now after years, I don't care who is passing by next and what he/she is wearing(of course unless it is too hot to ignore, right Fraudi:) It happens much more and worse back home...if you deny it means you have not been in public back home and have not mixed with commoners. Female does not have to be alone. She could be with her two brothers and guys will still stare at her.
Sofia you said that fondling , gropping and harrassing goes in every culture, partialy true but not very true.....e.g. in USA it does not happen in public to unwilling females. You can call 911 if you find someone following you to the parking lot....let alone touching you and it is considered bad manner staring at others tikk-tikki laga ke in public.

So what is the difference? and what is the logic? shall we just come out of clothes to make it a "quite common" scene? so that people may loose interest in staring at women or they will divert themselves to stare at covered ladies?
