U.N.: Chemical attack by al Qaeda 'just a matter of time'

Where will the likely target be, the United States, Saudi Arabia, against the Pakistan government, or somewhere else. Or should you just write this off as dribble trying to frighten people.

UNITED NATIONS (CNN) – Some members of al Qaeda most likely possess portable surface-to-air missiles and may use them to target military transport planes, a U.N. report says.

The threat was among several findings detailed in the report by the United Nations’ al Qaeda and Taliban Sanctions Committee which also cited a shifting of the terror network’s strategy, a move towards “softer” targets and a warning the group was working towards a biological or chemical attack.

In regards to the missile threat, al Qaeda may now move away from targeting commercial air transport because of heightened security at facilities, said Heraldo Munoz, the Chilean ambassador to the U.N. and head of the sanctions committee.

The terror network may try to target sea routes, “ports, sea ports” and may be “looking for targets of opportunity,” Munoz said.

“The panel of experts that work with our committee have insinuated that the possession of the surface-to-air missiles, these portable shoulder missiles, is a very clear danger,” Munoz added.

The report, which has not yet been made public, was compiled by a five-member expert panel from the committee charged with monitoring the implementation of sanctions against people and groups linked to al Qaeda or the former Taliban regime in Afghanistan.

The report also identifies Iraq as “fertile ground” for al Qaeda, which receives the “funds it needs from charities, deep pocket donors, and business and criminal activities, including the drug trade.”

Munoz said the panel also believes it’s “just a matter of time” before al Qaeda attempts a biological or chemical terrorist attack.

“The only restraint they are facing is the technical complexity to operate them properly and effectively,” he said.

“All I can say at this point is that al Qaeda and some of the associates have tried to get hold of chemical and biological weapons.”

Shifting strategy
However, the killings and detentions of several members of al Qaeda has damaged the terror network, Munoz said.

“They don’t have today the capacity to attack the World [Trade Center] towers as they did on the 11th of September, 2001,” he said. “That capacity they don’t have, that has been destroyed.”

“But they do have the capacity to hit a synagogue in Istanbul, or to hit a hotel in Bali, or in Jakarta, as we have seen.”

The report also predicted al Qaeda would continue to function in a decentralized manner, “with 30 or 40 organizations throughout the world and they will be focusing on what they call soft targets, not the hard targets,” Munoz said.

This is the second report by the panel, which was put into place at the beginning of the year to monitor the implementation of sanctions against individuals and entities linked to al Qaeda and the Taliban.

The report, which will be publicly released in early December, also indicated there’s a belief that terrorist groups are developing explosive devices designed to evade scanning machines.

The report concludes that much tougher measures are needed to oblige “states to take the mandated measures” against known individuals and entities of al Qaeda and the Taliban and their associates.

Its a lame attempt to frighten people. What do they say "Best security is the one that you dont see"... Why the hell these Homeland Security Officiandos cannot do their job without spreading fear ? I wish they will just do their job without helping in the relection campaign for Bush.

Hmmm....what is new about this information exactly? We know the Bio-chem stuff already. Remember the dog in Afghanistan? None of this is new. What I find astonishing is that how can these officials say they have effectively disrupted Al Qaeda operations with 4 bombs going off and Americans dying left right and center in Iraq and Afghanistan?

I agree with CM here.. where’s the ‘success’ in fighting terror?? how has Al-qayda been dismantled?? thousands of lives and billions of dollars later, how is it any less a threat to all of us?

Nice of the UN to put this stuff in writing.. how many years later?? This is just a rehash of talking points that have been around for a decade. Maybe it's part of an oncoming push to "get tough".. but I doubt it. I like this part:

Y'know why they don't use bio/chem weapons? They don't work! A conventional bomb does more damage than either of those could. Chemicals are battlefield weapons, don't work too well in the manner terrorists would like them to. Bio? fuggedaboutit. The only benefit for either would be inducing paranoia among the chimps that don't realize what pieces of crap those weapons are.

A week ago no one would have thought that four gigantic bombs would have exploded in Istanbul. What, a thousand people injured?

Three years ago people would have laughed you out of the house if you suggested that the Twin Towers would be leveled.

In todays world you can only ignore warnings at your own peril. Brace for a decade or two of this.....

We can all thank President Bush for making such nations a much more safer place :k: Safer for al Qaeda to work in, manifestly.

What are “mandated measures” specifically? Rather broad phrase there.

How would the general public helped in those incidents? If the numbskull FBI and NSA were doing there jobs 9/11 would never have happened. They need to keep the warnings to themselves and resolve the problem and only inform the public if it is absolutely necessary.

This isn't a warning. It's a general statement, common sense even. If you need to be warned that "bad people are out there and they might hurt you someday" there's a problem. Now if they included a bit more detailed forecasting, that could be considered a warning. As it is, this is just a dictionary entry for terrorism.

Releasing smallpox or the plague into the population would cause some major problems physically as well as physiologically. I wouldn't write off it's potential danger.

Against terrorists:

-You cannot win!

-You can't quit!

-You can't either break-even!

So, in the end, the governments are in the lose-lose-situation... :)

I think nobody has told the Americans, British. Indians and the Israelis that they and their future genenrations have to live in this world... :)

Dialouging with the terror may diminish somewhat...but fighting them...man...man...they will only become more deadlier...
