Its pretty rare I'd think that the parents terminate all parental rights and allow their children to be adopted. More likely, the children will be placed in foster home(s) and the parents will be sent for whatever physchological help they need to ocercome their issues and they will probably be allowed supervised visits. Once the parents are deemed to be fit, the children will be given back to them, likely with supervision at first and then permanently.
It takes quite a long while to become accepted into the foster care system as a caretaker. My mom was a foster mom for a while when I was young. You need to fill out as many forms and go thru as many interviews, evaluations and home visits as you would for an adoption. By the time all of these good samaritan Muslims complete the process, its likely that the little girls will be back with their birth parents!
