Based on the experience of family members this should not be an issue. But two different officials have disagreed, so now I'm concerned.
well, traveling to third world countries is always a challenge, especially at the immigration desk. in India too, they try to come-up with excuses to receive a 'baKhshish'.
Now two different officials at the Pakistani embassy in DC have said that we need a new visa.
But it just doesn't make sense, given recent experience. I don't really want to pay the hundreds of dollars unless I absolutely have to.

If your passport is not cutted from a corner than you can keep both old and new passport and can travel even though if cancelled stamp affixed on your old passport. Another option you can tell concern official of embassy to give a cross reference on your old passport that A new passport No. so and so issued to you in lieu of this passport which contains valid visa.
Lastly, you may transfer your current visa on new passport.
When it comes to travelling to Pakistan it is better to not give them any excuse to harass you. I lost my Pakistani Origin Card and they wouldn't let me return to UK without it. I tried to reason with them that I had the card when I arrived and I was allowed entry but I didn't need it to leave the country, but they would not listen. Thankfully I knew someone high up in the department, who made a phone call for me, otherwise I would have had to wait a couple of months before I got a new card.
Some peoples renew theirs passport from Pakistan but the visa is endorsed in old Passport. Still they travel abroad without transferring their visa on new passport. It is allowed unless passport is not cutted from a side.
FYI a THIRD Pakistani Embassy official has confirmed that the rule has been changed, and you do indeed need a new visa. It's very possible most airports are not enforcing this, but I guess I will go ahead and get the new visa. Please keep this new rule in mind when you are traveling to Pakistan!
