As I mentioned earlier, Times POY is a popularity contest and based on that Modi deserves to be POY since he is super popular.
As for achievements, he has just completed 6 months in office - I am not sure what miracle you are expecting in such a short time frame ? Lets give him reasonable time and then assess his on the job performance.
