Must be that that Pakistan still has FCR regulations from the british era and not to mention the 1835 Government of India Act still in shapes and forms which incidently was to be undone when Pakistan came into being (land of muslims, freedom of islam remember?).
I guess the socalled dream has turned upside down on its head.
