Frankly, so long as these kind of large numbers of foreign troops are present in Iraq it is hard to believe that the government is able to act independently. Only when the US presence is scaled back solely to those troops who are part of the Embassy and Consulate defence forces, and those troops who are training the Iraqi army, would I actually believe that Iraq is capable of independent action.

Scaling back will just rollout a civil war. Do you think a civil war is the fix to the situation?
