I think it’s pretty smart for the Israelis to use the weapon against their own first before unleashing it on the Palestinians. Especially, on the settlers. No human rights group is going to jump up and down spewing invectives about how inhumane this weapon is when the settlers are the target.

Actually if you carefully read the article you posted yourself, seems like Israeli Defene Forces are infact using Palestinians as guinea pigs for this one as well.

The army employed the new device, which it dubbed “The Scream,” at a recent violent demonstration by Palestinians and Jewish sympathizers against Israel’s West Bank separation barrier.

If any long-term harms are detected, then Israeli settlers are not likey to hear any scream. Since, ofcourse, they are the chosen race and should not be harmed. Palestinians, on the other hand, are disposable.
