He's basically stating he's not sure if Obama will forge ahead with new a new foreign policy or not (wow what great insight).
The article was written before Obama's rectum slobbering towards AIPAC. Raimondo has written follow up articles to this one as well.
It is clear after that speech that there will be no new foreign policy; rather Obama is continuing Bush's Israel-centric policy by declaring that Jerusalem has to be the undivided capital of Israel, thereby insulting the world's 1.5 billion Muslims along with 350 million Arabs.
