The reason Sami hasn't improved after his hiatus is that he's brought back too soon. When Shoaib, was dropped, he was out for two series, and even for the England home series, his selection was not guaranteed. He of course, came back a changed man, and proved his worth with a bang.
In Sami's case, he was reluctantly left out for the 2-Test Sri Lanka series, and was promptly called back for England tour. Of course he feels no need to improve: he was never made to fight for his career and his place in the team.
