there were so many MQM guys who were accused and were released without due legal process and governor is one of them..
i am not comparing but this is what governments do either for political reasons or bargaining reasons.

That's because MQM was targeted politically, so you had false cases put on MQM members. Taliban are caught during fighting and are part of a group opposed to the state of Pakistan's existence.

Wrong about your assertion that no terrorist has been arrested. Not boasting, just setting the record straight. Yes, Pakistani police is pretty incompetent when it comes the criminology and forensic science. Most of them have no idea what these subject matters are. So, you're not going to get success at the police level in most cases.
As for the army spending the allotted money on the wrong things, this is because of their obsession with india which makes them buy india centric weapon systems, ignoring the basic needs of infantry soldiers in a counter insurgency. This is base problem of the mentality which tries to lay all blame on india and continuously ignores the internal threat.
Even today on internet message forums with pakistanis, the biggest point of anger is india and us policy, but not the animals like baitullah mehsud who are deliberately killing Pakistanis and attacking state institutions.
Baitullah could tomorrow attack a nuclear installation or a PAF airbase, and you will still have pakistanis justifying his action as revenge or diverting attention to india or US in any capacity they can.
In this environment, no wonder the pakistani army cannot function or defeat these murdering talib pigs. They have no clear idea what the goal is.
