If the threesome agree not to push for a second UN Resolution, they will try to fall back on Resolution 1441. This particular Resolution does not authorise member states to use âall necessary meansâ to enforce Iraqâs disarmament (France and Russia deliberately did not want to include these words when 1441 was being drafted). For that reason, Kofi Annan has already pointed out that embarking upon this step would fall outside the UN Charter, of which all three countries are signatories.

Even though he is hospital-ridden the Mexican President Vincente Fox is actively pushing the proposals of the Six Swing States, and he is co-ordinating this with the government of Pakistan. Their proposals are in direct conflict with the US-UK-Spanish propoals and more in line with the ideas of the peace-seeking five. So in reality the US position of war is not supported by 11 (possibly 12) of the UN Security Council members - can the American's be more isolated than this, and at such a late stage in this crisis?

I have just heard on the news that Radio Guinea International (which is state owned) that Guinea will abstain if the resoltion is voted on, despite being told by the US government that that is tantamount to voting no. So at present the US has clearly failed to convince three of the six swing states (Pakistan, Chile and Guinea) of it's case, depriving it of even the "moral majority" of nine votes.
First the US-UK dismiss any ideas put forward by the peace-seeking five members of the UNSC, and now they are dismissing a compromise solution put foward by the six swing states.
I think the swing states have been left blowing in the wind after having been hung out to dry. Pakistan's time would be best served in passing on knowledge on in-swinging yorkers to the other 5 states and make some money from consultation fees.
