You are right.. but a little confusion here. were all ‘Kaladam’ parties e.g. Lashkar e Jhangwi were banned after Govt filed a petition and the accused party was given opportunity of being heard and defend its views. I think govt can ban any party, without approaching SC, if there is a will to do so.

There is difference between registered political parties and so called groups (like Lshkar e Jhangwi, Lashkar e Tayyaba and Tehrik Nifaz e fiqahe e Jafaria) are not political parties so does not requires to file a reference in banning them.

But MQM. ANP. PPP 3 main character are political parties so need of file reference.
