Bhutto became popular becasue he gave the vision of equality among masses and elite/rich class. His economic policies were exactly the mirror of what he promised to masses and became most popular leader. whereas Ik is only limited to immitate his speeches in jalsa thats it. No vision, no plan, and still struggling to take off.
