He… the ISI (Inter Services Intelligence) Chief is a military officer…a Pakistani servicing soldier is not required to appear in any civilian court (he is above them…and elsewhere too)…though he might face a court martial by the armed forces of Pakistan…
PS: ISI was created after the birth of Pakistan and has a unique character unmatched by any intelligence agency around the globe…ISI is not responsible to anybody…and not even responsible to anybody within itself… its a stand-alone organization the world most fears…hmmmmmmmmm
