you know most of these shrines have tight security, especially kerbala and najaf, where there numerous checkpoints every 10-15 minutes, and you have to walk a distance to get near the haram as no transport is allowed within certain distance. The two most vulnerable places were samarra and kazemain, they had security but they are surrounded by sunni inhabitants, and both of them have come under attack before.
