suicide bombing cannot be backed up (encouraged) by outside sources. You look at Palestinians, Tamil tigers, Japanese kamikazes, they were all internally motivated and direct enemies. Any agency would not kill its own people (let alone that person who would never be ready to die) to create local terror.

The difference is that these groups were not attacking their “own” people.
Is it possible that these “suicide bombers” are drugged and sent in with bombs strapped on, which are then exploded remotely ?
This however would still require some insider help - willing or coerced.
Even if the above explanation is not true and the truth is the same as what the mainstream/world media proclaims, any average intelligence person should question such incidents since they don’t add up logically.
