Make sub forums in PA forum.
Make a dedicated sub forum on ALL the issues other than those which deal with talibans, drones, terrorism and any related topics.
Make an effort to have some interest in going in to PA forum by placing these topics aside..
and make some other sub forums which also relate to Pakistani Affairs OUTSIDE this silly topics mentioned above coming again and again in PA. 
You want to talk about Maut ke Saudagar and taliban the terrorists, if the drones good or bad… please go in that corner and do all the arguments there.
Make sub forums like:
Pakistani Economy
Pakistani culture
Pakistani Internal politics
Pakistani Legislation and Parliamentarian issues/proceedings
Pakistani Politicians and religious leaders: Past, current and future
etc. etc.

1- flirting and hookups forum (this will cut down on the load on Private messaging system)
2- matchmaking section…seriously
3- The barbershop— this will be a place for dudes to hang out, or call it sports club or something..oh..wait how about General

What kind of discussion. May be we can incorporate the same in Intikhab for test purposes and see how the posters respond to such discussions.
Good idea. May be that can be covered by creating a sub-forum in Canvas
CL&L is already covering three aspect.. Culture, Language and Literature. There are very few posters in History forums. if we merge these into CL&L, it would be difficult to trace history related topics among all the threads running there.
