I will agree with you. Despite financial constraint, the state of Pakistan should make it a constitutional obligation that a healthy fixed amount — which is not linked to GDP-percentage fluctuation — is spent on education every year.
As Bhutto once said that “we will eat grass but we will make nuclear bomb,” I think it’s time to make another such pledge: We will eat grass but we will splurge on education.
