When part timer is there they try Wahab to send up in the order as we had wickets in hand at that time but experiment

I think you are right. But there are quite a few bowlers in ODis whose average is in mid 30s. I think average of Afridi is also in mid 30s and Azhar mahmood average was around 40. Both are considered as all rounder. Some consider Sachin Tandulkar as all arounder too, but his bowling average was in mid 40s.

Because he is afraid to be getting out. He should try to play some +ve cricket yes in the end he will get 80+ strike rate but we have lost the chance to score 300+

As I mentioned, as that is true with most Misbah batting. Misbah made 9 runs in 29 balls, Now he is 37 in 60 balls. That means, he made next 27 runs in 31 balls, or at SR 90.
Problem would have happened if he had got out at 9, then it means he would have wasted 20 balls playing without scoring and nothing to show for it. That type of batting can put Pakistan in trouble.
