Because every now and then a minnow could become a major Cricket Nation. Look at Sri Lanka for example. When they first entered the Cricket scene they were badly beaten by everyone. And in 1996 they won the World Cup.
I don’t think Zimbabwe will ever reach that stage, but Afghanistan and Ireland do have the potential.
