Probably the most effective way of doing this for recording purposes is to build a room inside a room, and fill the walls between the two rooms with sound deadening materials. This is a more expensive way of doing things, but it works really well. This is how our studio room is built.
Another method is to simply hang sound proofing sheets which you can hang directly on the walls and ceilings. You need to carpet the floor as well, with foam undereath it. This is a cheaper way of doing it, but not as effective.
Fibreglass insulation works well as a sound deadening material, but it's expensive.
