I agree it does. But only in the picture. Mostly because there is no point-of-reference.
Hence the standalone perception is that a person looks short.
But then that's sort of what I feel dropped-crotch are for? The look, I mean.

I am torn.
I haven't made up my mind yet.
I don't mind throwing a pair on over boots though.
But that depends on what crowd I'll find myself in on the evening.
