**The correct answer is we don't know and we can't say it with certainty. The figure 86400000 is mathematically correct based on our standard time assumptions. And the figure 86400002 is an old adjusted figure for earth's rotation but it fails to take into consideration the leap second phenomena. Hence we cannot use it as time standard.
And if you want to know why we can’t, read on... Time, like gravity, has eluded us for centuries. The further we move away from gravity, the slower the time moves, hence, theoretically, you'll live longer in space then you would on earth. Netwon predicted specific movement of planets at any given time with the help gravity but even newton's calculations were off for Mercury. Something that Einstein solved with his theory of General Relativity. According to Einstein, time passes differently for all of us. If we're moving fast then our time is relatively moving slower then the person who is sitting idle. So time is moving at a different speed for all of us.
That was the scientific bit, now comes the harsh reality... Why we can’t calculate time properly on earth? Because we have always relied on the Sun or the Stars to tell us time and previously we thought they were perfect but they aren’t. And it’s this imperfection that is slowing down our earth’s rotation. The winds speed up the earth's rotation where as the moon's gravitational pull slows it down. Overall effect is that our earth is slowing down.
And this is where the concept of time goes wrong... Because we have always assumed that earth takes 24hours to rotate. Now we can’t rely on earth to give us an accurate time. So what do we do? We start relying on Atomic time. Its correct to the 6 billionths of a second. And its atomic time that has revealed the patches of missing time spots between earth time and space time. Hence we are constantly aligning earth time with space time, atomic time and a bunch of others i.e. through radio waves, light waves etc.
And now here’s the most important bit, constant slowing of earth at varying speed depending on wind and moon’s gravitational pull. The missing time spots, adjustment of leap seconds, and alignment between earth time with space time… you’re never going to guess the right time.
It is similar to our calendar. Just like have accepted that its 2009, where we know there was time before that and how much, we don’t even know. Similarly, we have accepted to be forget about time.**
