Ever heard the saying.. 'Your liberty ends, where my nose starts'? The only way the state can make its case here is if that if this exemption is given, it will hurt others. And by hurt, we mean, it can be directly or indirectly. Directly being physically. Indirectly meaning, state bearing a higher insurance cost and pass it along to others.
