I don't know if it makes them more rough and tough. Boys get hormonal and defiant very easily in the preteen age and it sounds like he is not getting the material and is frustrated -- probably acts out in class and lands himself in detention. The way a child perceived it - "my teacher hates me".
A lot of teachers don't get thus psychology at all. Maybe he needs some extra after school tutoring, a firm understanding from mommy that acting out won't help if you are having academic trouble. Teacher needs to see the family cares. And that writing insults on a child's paper is really unnecessary and making it all worse.
