It doesn’t though. The government kills people for all sorts of crime, that doesn’t mean those crimes never happen again.
Religious reform would be a solution. The holy text has a lot to say about not making friends with kuffar, not to trust them or killing them. Religious scholars should come out and say that these things are not applicable in today’s day and age. All terrorists aren’t muslims but most muslim terrorists draw inspiration from religious texts.
