A person is the one who is able to understand Quran the way it is ought to be understand who seeks the knowledge of:

1. The background of any given ayah
2. The ahaadeeth related to the topic at hand
3. The understanding of the Prophet:saw: and his companions about the ayah.
4. The knowledge of All the ayaahs related to the topic in the Quran along with their background, context, and traditions from the Sunnah.

You left out the most important point (IMHO) understand Arabic
