I specifically mentioned that it is not rocket science, ANY person (could even be you) really wanting to eliminate corruption can select educated people with decent working history as heads of top institutions. Even new laws are not required as long as existing anti corruption laws are implemented. I think the only possible hurdle is if you are more worried about YOUR share while appointing these people at top positions
