Not every vision or dream contains hidayat. It can simply contain a jhalak of what is to come. The answer to your question is that Allah is Rabbul Alimin..and that includes the non-Muslims, the atheists, everyone. He takes cares of their needs, fulfills their wants even if they are not addressed to Him, He provides for them, so He can also grant them experiences such as true dreams and Deja vu.
