Blaming India for what radical Islamists do because they believe it is their religious duty makes 0 sense. Wake up Pakistan! You have terrorists operating numerous bases on "sovereign" Pakistani soil. They are announcing again and again what they will do and follow-through while the Pakistan government does not crush them. When is the last time Pakistan sent a jet to bomb terror bases in Waziristan?
Well just as India blames pakistan (but ofcourse that is not your focuspoint at all i know) for every little mishap in Bharat why should not Pakistan blame India?
