It is a well-intentioned ill-thought out suggestion.
In this global village of today, Pakistanis using their English language skills could move to other countries and end up acquiring local citizenship. Thus becoming dual citizens without being “dis-loyal” to either of the country.
Therefore a mere “dual-citizenship” should not be treated as “swine flu” resulting in ex-communication or exclusion from potential opportunities in either of the country.
The real check should be that person A is a “lawful” resident of country X, and as long as he/she is lawful, no doors should be closed on him/her (with few exception that may deal with really black programs or top-secret stuff).
