No, it wasn't. The dictator angle only became popular when it was apparent that this same dictator did not have Nukes...nukes being the only concern...and there is ample evidence to suggest that it was in fact a botched experiement to reshape the ME geopolitical scene to be in tune with American liking...regardless of the impact on the peoples of the region.
This was in fact an ideological war, and so very similar to the war Osama thinks he is fighting...with the exception that Osama has yet to lie or act under false pretenses. He simply does not hide his ugliness, whereas Americans are lying to the world, and to themselves, about the nature of the Iraq war.
