Saudis can stop people as they have in past e.g. anyone who has done a ZHajj can not do hajj again for 4 years (that was true for saudis back in 1985) but the reason was crowd control and giving more people the chance to do their first hajj rather than having repeat hajjis fill up the place.
Now, for banning under 40, there has to be a reason for it, and it has to be applied consistently. does it apply to malaysians under 40,
A)does it have to do with fear that pakistani men will slip after doing umrasha nd live and work illegally in KSA, in which case the same is possible for certain other countries as well.
B)Or do they think that pakistanis under 40 could have terrorist links.
In the case of A, they can simply ask people to provide proof that they will go back to Pakistan after Umrah, or just zone off the holy lands and not allow ppl with umrah visas to go anywhere else.
In the case of #2, its retarted, by that token US can also do a blanket policy of banning all saudis of a certain age rather than handling things on a case by case basis.
