Its a norm, not a requirement. Almost all top-ranked professional female tennis players in the world, play in either tight shorts or tennis skirts. I think Sania feels, to be part of the professional circuit, she needs to adopt the same dress norms. Not to mention that she is a business person, and may be, the sponsors want her to dress this way as well.
