Even within IT, **lateral moves **resulting in salary above 25% are that not common. Even for promotions, the salary range of a position is key component of what salary you would be offered.
For a promotion it can be possible however, even that is on the higher end. The total compensation package can be worth 25% which would includes vacation, salary, signing bonus, stock options etc.
For me when I changed companies - I got a 9% raise for lateral move.

If you are moving within the same geographic area i.e. cost of living is not a consideration, and the move is lateral about salary increase is 10% is good.
It really depends on the kind of position you move into.
I've made a move to a lower basic salary (25% less) with significantly more benefits while on the other side I've quit a job to do my own thing where I regularly made over 100% to 200% of my current salary.
A friend made a speculative application and to test the waters he threw in a number which was literally a 50% increase on his current basic.
Personally if the roles are similar, I wouldn't move until I got at least a 25% bump on my basic plus other factors such as progression and the position/prospects of the new organisation.
