I don't believe it is "exit" strategy as I don't believe US wants to get out of region just yet. They have shifted the war to Pakistan for a reason.
NATO commanders admitted recently that they are losing the war.
A US commander also admitted that they cannot win militarily, but will try to win politically.
The war has been shifted to Pakistan; puppets have been installed on both sides of the border; NATO troops are no longer needed; CIA/MOSSAD/RAW are not troops.
