Kashif, on a personal level a person with a murderous tendency has a choice of the path of his actions. He may or may not take the right path. So for say 100 such people, 50 may go one way and 50 the other. But if you look at a bigger picture and say thousands of people with such murderous tendencies are born at one place or in one faith, obviously bad things are written for these people and the people around them. So if it is God’s will for certain place to suffer terrorist actions, people with such murderous tendencies shall be born in those places.

Well 17 of the 19 hijackers were born in Saudi Arabia so using your logic then most saudis would be bad.
God/Allah made/created us and gave a brain to reason. It is upto us to apply ourselves to good things or bad things. You do bad things Allah has made Hell, you do good things Allah puts us in Heaven. But Allah leaves it to us how we manage ourselves. Allah has sent messengers (prophets) to guide us along the way, because it gets confusing as mankind harnesses technology and acquires new skills, to keep up with Allah and his message. So prophets came and guided us and went away, people followed them but as mankind advanced the message was either lost or re-written/modified.
Quran preserves all that. However the terrorists mis-construe that and use a holy book to their advantage.

I am sorry I am getting carried away. All I am trying to say is that mankind alone has the tendency to make rational decisions and God doesnt instruct soemone to do bad things and others to do good things.
