You are right when it comes to voters... but it is really believed that the sole purpose of MQM's creation was to break the vote bank on ethinic (sindh) basis... The theory is further backed by the fact that MQM, from the day of its creation has taken PPP as it's rival... but again thats assumption can be proved wrong...
Well that was already divided on ethinic basis - in the disguise of the so called religious parties of Jamat-e-Islami and Jamiat-e-ulema Pakistan.
