Why hasn’t there been an appointment of Home Minister?

Is Rehman Malik acting as if he is the minister and has this position been created especially for him?

Is he the right person or does he have the right credentials for this important position?

Only 24 ministers have been appointed to date. As the govt size will go upto about 70 ministers + then Rehman Malik’s position as Interior Minister or not will be confirmed.
