Reputation is based on member’s posts. When you like somone’s post and you think they make good point, you can choose to add to their reputation by clicking on Add to Reputation icon, next to repot post icon. After leaving a comment there, it will add to the person’s reputation. As the Repu builds up, you will get star.
You can only give Repu to the same person once you have given Repu to 50 other people.

Those bricks show ur Repu. Once your bricks reach a certain level, you will get a Star and the bricks will start from beginning again (i.e. from green) once you get that Star.
