Strangely when i made them the first time , mine too came out really soft … So I ensured the next time that the chicken peices were smaller in size , the flame was medium and the besan was slightly thick so it would actually stick to the chicken .
Coz I had bigger chicken peices and I cooked on really slow flame , which is why they became really soft… I hope inshallah the next time you try its gonna work 
Gemini, the only thing you did wrong was , you tried to cook the pakora’s either in extra hot oil or on high flame .. you got to ensure the flame is low medium and the chicken takes its time to cook in the oil… it took me about 15 minutes to cook mine …
