I guess those who are legit have nohing to fear. Seems like all processes are getting complicated. My brother applied for in-state tuition and the amount of documentation they asked for was just insane, even more docs than they needed for admission!

because ppl start abusing stuff so checks and balances are set up and while they work somewhat to stop abuse of teh system by ppl whjo justw ant to takle advantaghe of it, it does make it a little more involved for the legit ppl as well.
I personally know ppl who came to uS to study at one uni and then slipped to go to a diff uni in a diff state to pay in state tuition and not tell the ppl there they were foriegn students. It did come to bite them in teh butt later because once they finished they undergrad and grad, the work permit situation was a killer. but then again they got away with it, by getting married to local girls. except one who ended up heading to canada.
In illinois they changed it a few years back, just after 9/11 I think where the amount fo identification required to get a lcense had gone up, social security card, bills to prove your address, other picture ids etc etc.
