Why would’nt RAW fuel the fire? The operatives themselves are not RAW, but RAW is helping them with training and financing. Heres a more detailed article with specifics of what RAW is said to be providing. But the relevant quote:

These were not done by RAW to blame the Taliban/extremists. More likely these were done by the extremists, with the help of RAW.
